why we're trying this ?
because when WE are implementing our own coded features we have 100 % control of what is new, also keep in mind that bloom and radial blur aren't standard features of the ue2, even for bloom I only saw a fake-bloom script at uwiki..
we even have things the ue2 doesn't have.

The radial blur effect is crazily awesome. Also, the fact that it seems to have realy nice bloom on the secene before the radial blur is applied. Nice work getting shader effects of this level into UE.
Why not? UE2 is cool for sure, but isn't much cooler to see the good old UT in it's new dress?^^
And BTW: LSoNP will have graphic features you haven't seen in UE2 (except some extended versions), so your question is kinda senseless. The other thing is you can't pull out an UT mod which looks like old UT (nearly seven years now). No one will dl it if it looks that oldish. So we have to improve the graphic and the visuals (see the standars in MP mapping we have now for UT, check Nalicity. You'll for sure find something) to get more interesst from the comm. And at least I think modding is not only about writing a new Story and build some new maps...
I think the next thing we have to do for better graphics is to improve the meshes. For sure we can't go as far as UE2 but may we can the improve the lighting of the meshes and hopefully we can kill this silly wavy effect you sometimes have when you look at meshes while you're in movement. But I won't promise anything coz I'm not that deep involved in scripting (just doing maps^^).
P.S. Cool to see some ppl who are still interessted in UT!
